VIP.LEAN Floating Licenses hands out application access at login instead of assigning it permanently. Occasional users share a pool of seats, and the seat goes back once someone stops working in Jira.

Seats move with the work. Nobody keeps one while they are away.
The app uses standard Jira behaviour: access comes from group membership. It simply changes who is in the group, and when.
One group holds everyone who should be able to reach Jira. It may exceed your tier several times over and grants no access on its own.
The second group is the one with application access. On login, the app copies the person across, up to the number of floating licences you set.
When the limit is reached, whoever has been inactive longest leaves the group, judged by last login and Jira activity. They return on their next login.
Keep named licences where they matter. Administrators, technical users running scripts and REST API accounts should stay permanently assigned, not floating.
The instance is in its end-of-life phase and raising the user tier is no longer an option, but more people still need to get in.
Hundreds of occasional users each hold a licence for a few hours a month. Floating seats put that spend where the work actually happens.
Supported versions. Jira Software and Jira Core on Server 7 to 9, and on Data Center 7 to 10. On Data Center 10 the app needs the legacy login experience: the new login with two-factor authentication cannot be hooked into, so floating users would not be assigned a seat.
Atlassian is retiring Data Center. Sales of new Data Center subscriptions and Marketplace apps ended for new customers in March 2026, and Data Center products reach end of life on 28 March 2029, when the licences and the app licences that go with them expire. The dates come from Atlassian, not from us.
This app ends with the platform it was built for, and the problem it solves goes with it: Jira Cloud is priced per user, so there is no licence tier to stretch. Until then it stays available and supported for existing customers.
The documentation covers installation, the two groups, the settings and the known limitations. For anything it does not answer, the support portal is open as usual.
